The rims are Sun Ringle M13-II polished aluminum rims. I got them by mail order from Carson City Bike Shop. They are about $36 each. They look vintage but are recently manufactured with a really good braking surface. (I did peel the Sun Ringle sticker off and put RigidA decals on them to complete the retro look.) They are laced with stainless DT Swiss straight gauge spokes to Normandy Sport hubs that I polished before the wheel build. Tires are folding 700/28 Panaracer Paselas. Since the rims are newer, they are hooked so it is safe to run tires without wire beads. I would not run a folding tire on an old clincher without hooks because there is a danger of them unseating and failing at over 60 psi. pressure or after a hard hit.

How the Sun Ringle 27 inch rims look built up
They have the rim in 36 holes in a 27 if you really want to stick to a C&V tire build. I Did this with my Peugeot UO18 because of brake reach issues. It worked out well. Here is a link to the 27 inch rims.

Yes, the more upright the riding position (flat bars), the more plush you want the tires to be. A sprung saddle also helps, a bunch.

There are plenty of good 27 inch tires available so if you have a C&V bike that was originally built up around 27 inch rims, you can consider sticking to the original configuration rather than doing a 700c conversion. This bike has Sand Canyons (Built by Panaracer) on it and they look great and have a nice ride quality.
