is that an adjustable stem? (where you can adjust the distance of the handlebars forward or backward)

1) try better picture quality (although if thats not possible, ok fine)
2) save it as a .jpg so more people can view it

Yeah, that's a seriously small pic and in Photoshop format no less. However, it looks like an adjustable track stem. You might be able to find them in shops that specialize in old track stuff or rare/vintage bikes in general.

I don't know if they take standard 26.0mm bars or if you'll have to get some old steel track drops as well. I suppose if you managed to find the stem you could always machine a new bar bracket for not too much.
