Here's my question.

I wanted to build up a set of wheels using Miche hubs & Deep V rims.

You know, something decent & cool for my city riding but not "too $$$ nice" if you know what I mean.

There are two sets of hubs on eBay right now, one with 28 holes, the other with 32.

Which set would be better suited for Deep V's?

PS - And by the way, what the specifics for more verus less holes on a hub? Strength? Weight?

The deep v is plenty strong enough to run 28 spokes, just make sure you can get one drilled 28. The number of holes in the hub does not really make much difference in the hub itself but for the whole wheel more is stronger but also heavier and more rigid.

If you're not set on deep v's I've seen a lot of pretty nice 28 hole rims floating around insanely cheap, like these for instance.

So if I wanted a stronger wheel I would go with a 32 hole hub?

you could always use lighter spokes to make up the difference
