Another tire size question
 

I have on my bike 700x28 tires. Does the 28 refer to the width of the tire if looking at it from above or is it another dimension?

It's the nominal width.

Buyer beware though, not all tire makers conform to the same width standards. Tire X from company X might be wider or narrower than tire Y from company Y. Even between models from the same make.
