It is flip-flow fixed-free.

As for horizontal dropouts, it can be done but it's a pain in the ass. It's designed for vert drops and tends to get cranky used elsewhere.

If you talk directly with White Industries they will make you a hub with the ENO Shell but without the eccentrics for use in horizontal drops.
