Parameters listed in order of priority:

~Traditional 15mm nuts* (which tragically eliminates Phil and Zipp from the running)
~Flip-flop rear hub with fixed/fixed (which eliminates White and Dura Ace)
~32 spoke rear, 28-spoke (or 24 if available) front
~Sealed bearing (desired but not mandatory)

*Are 15mm nuts more robust than the Phil & Zipp-style allen bolts? I ask because my GT aluminum frame's rear dropouts are (IMO) the softer aluminum, and I believe maximizing the hub/frame interface is probably a good idea.

These are only being used on the track, not on the road.

I'm almost certain Dura Ace hubs are available fixed/fixed. Not gonna eat my hat or anything if I'm wrong, because I like my hat. I'm using Gran Compe on my track bike, no complaints.

Actually that's the only way they come if they're threaded on both sides. Not even a problem if you want to run a SS on the other side as freewheels and cogs share the same thread pitch.

I personally prefer track nuts to allen bolts, the tool interface is significantly better in my opinion for tightening, loosening, and tensioning chain slack. Not to mention, when things do hit the fan for one reason or another, the solution is lot easier, i.e. no snapped bolts or rounded out hex bolts to worry about. So yes, track nuts are more robust.

If you do find yourself with phil wood hubs and desire more hub/ frame interfacing, you can get chrome dome washers for them. They're not cheap though.

Aluminum track ends? What GT frame is this?

I'll just add that the Phil Wood bolts are freaking great and you shouldn't worry about them not clamping hard enough.

Yeah, DA 7600 is available fixed/fixed.

The only time I've ever had any trouble with my Phil Wood hub slipping forward was on aluminum frames having stainless steel inserts, because the inserts are too hard for the serrated washers to bite into.

You could add the oversized dome washers but I'm pretty sure Phil discontinued those last year so you'd need to find somewhere that still has them in stock, which could be tricky. Wabi sells serrated steel "dropout protectors" that will do the trick.

Many thanks for the perspective and guidance! I wasn't able to find Dura Ace as flip/flop before, but I'll redouble my search efforts.
The frame is a GT Pulse Kinesis made in the late 90's. I noticed the aluminum dropout on my more modern loaner frame was of a stouter design and less squishy alloy, and there was already a bit of wear showing on this GT's drop outs.
