mountain bikes are traditionaly 26"

27x1 1/8" is about 1/2" bigger in diameter than 700x23's

the ERTO of a 27" rim I believe is usually around 630mm, 700c's its around 622mm, check aebike.com's rim section, it will have the ERTO #'s listed, plus you have to factor in that the wheel sizes are with the tires mounted based on certain sizes, bike tires are usually square..........width=height or profile is usually 100% if you want to look at it that way

nope, older road bikes, usually the 10spd and a few 12spd's

I have one that uses 27" wheels

K, thanks for the info guys. I saw this auction on eBay and thought that I could pop it into my old Colnago frame and make a cheap fixie conversion. I always know to ask the pros, thanks again.

You can usually put 700c's on a frame meant for 27" wheels no problem, going the other way doesnt always work, front tire might not clear the fork, some 700c forks barely have any clearance to begin with in most cases.27" tires selection isnt very big either, they are getting rare.
