I was running a 48/17 previously and found that was a good combo for going pretty good on flat and being able to climb a bit too. (I was freewheelin', not fixed though).
I switched to a 46/17 and I still can go pretty good but it's obviously easier on the hills and starting off.

46/16 I would run ahead on the climbs and let them catch me on the downhills or the next rest stop.
