who are those black stripe runners?

every time i ride down the lakefront trail (chicago) i see these guys with no shirt and a black stripe around their middle just under their nipples.. about and inch and a half wide. why are they striped like that? i must know.

really? hahahaha.. that's funny if that's really what it is. i'm so dumb. no but really, it looks like it's PAINTED on their skin. has anyone else seen these?
