believe they're loose, because the guy selling the set said they all fell out when he removed it from the bike. make sense? sorry, not familiar enough with early dura headsets to answer with certainty. this is it, if it helps.

ooooh man! is that steel? if so, you're a lucky duck, and you'll be needing looseball, high grade bearings. it's possible to get them in cages, but you'd have to match them to the cups, crown race and upper race.

You really dont need cages. Just pack them with grease and put the balls into the race. You want to have about 2 less balls than it being fully packed. Loose bearings are pretty cheap and the bike shop can help you pick the right size
