It's all off-beat electronic and classical strings. Only track with lyrics is a sample of Billie Holiday singing the "Hungarian Suicide Song (Gloomy Sunday)" it's in english though. Apparently the album is the product of him visiting Hungary.

Do you think The Outsider is crap because it's hyphy or because you think it's bad hyphy? From what I can tell (and what I've read in interviews) he didn't go out and try to make a record like "Endtroducing..." or "The Private Press". He was aiming to make a good party record.
I like it because it rots my brain but it's so much fun.

I haven't gotten into hyphy too much but have heard plenty of E-40 and Mac Dre; regarding DJ Shadow, I think he got involved in trying to make a new sound for himself but failed since it was a step back in his talents. I guess it is bad hyphy but whatever, I'm not trying to say anything except that I hated where his music direction had gone. *Though I'm glad I saw him live before that album came out, since the vibe would radically change from song to song
