Road Bike Purchase

I am considering whether or not to buy an 80's raleigh fixed. Is a 22" frame too small for someone 6'1"? I have never purchased a road bike before.

ride what feels comfortable. i am 6'4" but i rode bmx for my whole life, so i ride a 58c-c i cant imagine riding a bike "my size" it seems so bulky and oafy.
