My first guess was that it was another 'windsorcycles, 'mercier' web only bike company as theres no contact details (only email - no physical adddress) and just minimal info

However, the whois info for this domain points to this website (info@racersportif.com) is the domain contact:

and leads you to

and here the track frame is listed for $699 CD

So you could try asking them about the bikes.
