is it my imagination or is there a bit more fork rake on those

I'm going to assume late thirties to late forties based on his dress and the bike.

But that's a pretty uneducated guess.

English school kids still dress like that, and we still ride bikes that look like that. But your guess on the years sounds reasonable to me.
