Headset stiffening up a lot

So as of recent whenever I leave my bike out for even like 30 mins the headset seems to stiffen up quite a bit and makes it hard to turn. Is this normal or do I have excess moisture in there that's freezing or something? (I'ts been in the tens here)

ten degree steel (or worse aluminum) will freeze water faster than you can post a "stiffening headset" thread

take it apart, clean it, grease it, and spray wd-40 on the internals before assembling to delay any future moisture/freezing.

glad I live in california: I heard it got down into the 40's in san diego!
those people might have frozen to death!
