Opinions on choice of Wheelsets please...
The Van Dessel Wheel set. Which includes the lockring and the cog. For $160
or
Mavic MA3/Suzue Basic Rear wheel, Dura-Ace Lockring and Dura-Ace 13t cog
and Mavic MA3/105 front wheel for $230
Does the difference in quality justify the difference in price?
The reason I am asking is that I want to keep my project as cheap as possible, but at the same time, since I am putting down money I would rather not buy crap just to save a few dollars. Opinions?

i'd go with the suzue set up, just because i don't know anything about the van dessel wheels. i think i've seen them before and they seemed to be about the same quality as the stock wheels from a KHS flite 100, which are alright, but not as nice as the suzue hubs, IMO.
wheels aren't really something you should skimp on

I actually got lucky today. Talked to the LBS guy and am getting the Suzue/MA3 wheelset. They 're the QBP ones the same as from Sheldon's site. Got the set for $170 as compared to $200. As a matter of fact, the guy cut dollars off every online price I had. Not to mention that I don't have to shell out for shipping. If you're in the Cincinnati area and need to buy something "Going Mobile" is a great shop.
