I would say not. that looks to be a vintage road conversion.
I've just done one from a low end 10 speed to fixed gear for about £40 (US$80) including frame and all the parts I needed, but I did have some bits before (crankset as it was not good for fixed).

i jam my thumbs up and back into the tubes. this way i can point my fingers straight out in front to split the wind and attain an even more aero profile, and the usual fixed gear - zen - connectedness feeling through the drivetrain is multiplied ten fold because my thumbs become one with the tubing.

if you are 6'3 you probably are not going to fit on that bike. If you do not currently have something that you are riding now you most likely just want a bike to ride. It was nice this weekend. DO NOT buy the first bike that comes along just because it is a bike. It may take a week or two but find something that fits both your body and your wallet. This is not hard it will just take a little patience and effort, but you will be a lot happier in the end.

Well, I wouldn't buy it either, but I think some of the other posters are being a bit harsh/aren't used to the Chicago market. If you wait for a nice converted steel framed bike with Nervex lugs and a good crankset that you can pick up for $100 you'll be waiting a very long time. This seller puts quite a few bikes up on CL and is a good guy who can't spell very well. And he's by no means the worst on Chicago CL in terms of trying to gouge buyers on conversions.

There are many worth much more than $280. some in the $1000's Most are not. the UO-8/AO-8 bikes out there are decent bikes and fun to ride, but worth about $100 (converted).
I recently sold a similar bike for $150 after putting $125 into it (wheels, cables, etc.). Thats about the maximum put in price for me with those things.
Most conversions I see on CL are overpriced. I'm guessing it is because the builders aren't knowledgeable about the frames, dump a load of money into them, and expect to profit with a markup.
Also, "fixies" are a market trend right now, so the value of a old frame with horizontal drops has gone up, so the builders are trying to squeeze every last drop they can from these conversions.
Buyer beware. Build your own.

Yeah, same with those old Schwinns and Raleighs, all crap, every freaking one of them. I just puked a little thinking about how piss-poor they are. I would rather walk than ride a Le Tour, International, or PX-10.

You might want to see it in person at least. It's kind of hard to tell (for me at least) what rank that Pug is.
