I am grinding all the braze ons off an old raleigh frame, converting it, and repainting it (it should look and ride very well, the frame is and old competition frame from the 80's with nice tall lines) I am on a budget and luckily the cranks that were on the bike are nice (sugino a5 cranks, they should be fine with a washer to fill in the missing chainrings position) it was a double with 42 and 52 tooth chainrings, now I am buying wheels and cogs but I don't know if I should buy a sprocket to match the 42t of 52t ring. I have no experience with fixed gears and this is my first, would you run the 52 or 42 tooth ring? On my geared bike I cruise at about 20ish and would like to do the same (I will obviously adjust the rear cog to this gear index) I just don't know if that riding style will make a difference in the front chainring size choice. If it comes down to it (which it shouldn't) I may buy a new chainring that falls somewhere in the middle. Can I run a 1/8" chain with a 3/32" front chainring and 1/8" rear, or should I stick to a 3/32" road chain? Thanks for all the help, I will definitely post pictures when it is done!

Measure the chain line. (center line of seat tube to either chainring. Formula hubs are 42.5 mm and this is a fairly common size. So see which position (ie. inner or outer works best) and use whatever chainring size you want

EDIT: wheels from bicycleisland.com or bicyclewheels.com or ebay. depends on what you're looking for.
