It's all about your stand-over height, not your total height.

Measure from your crotch straight down to the floor. I like to have people straddle a level and hold it up against their crotch, make sure the level is level, and then measure from the top of the level straight down to the ground. You'll want to be able to stand over the top tube of the bicycle with your feet flat on the ground and have at least an inch of space between your crotch and the top tube.

The Hour measurements are here:
https://windsorbicycles.com/track.htm

The 61cm has a standover of 33.5", so you'll want your standover measurement to be 34.5" at least.

This is a rough way to fit a bicycle. Don't take it as gospel, but it's just fine for ordering from Bikes Direct.

I'm your size and the fit is good with a 61cm. The most important measurement for correct and comfortable fit is the top tube length. Stand over height is secondary..as long as you can straddle the top bar, you will be fine. If your top tube is too short, you will be in for a uncomfortable and cramped ride.

The difference between the top tube lengths of the 58 and 61 is only 30mm (a little more than an inch). That's nothing a stem swap couldn't handle. You can't readily change the standover of your bike, but changing the relative distance between saddle and handlebars on a bike is no problem. Stems are cheap, and the ones that come with a Bikes Direct bike are crap and should be swapped anyways.

Edit: Also, one of the big complaints about the BD stems is that they're too long...

Well, order first ask questions later is not good idea.
.65 gives you c-c measurement , windsor is measured c-t so it will be a little small perhaps (c-c windsor will be around 49cm for c-t 52cm size).
In the future look top tube measurement first, than pay attention is frame measured c-c or c-t , than standover height.

well I just got paid so I will finally be ordering today, possibly tomorrow! I rode a 58 cm fuji classic track and it seemed good. Is the windsor slightly smaller though? Should I get a 61 of the windsor or still just go with the 58?

I will upload pics when I get it, wish I had something to contribute now

I'm 6'1" and I ride the 58cm hour. It fits me great. You could probably ride the 61cm and be fine. Especially if you are Exactly 6'2" or a hair over.

Just got mine in yesterday and brought it to a LBS to change out a lot of the parts. New lockring, changed the cog from 15T to a 16T, new pedals, risers, oury grips, and ... I think that's about it. With the fees for having them put it together and install all the new parts, it was quite expensive But all is well, those guys at the shop really helped me out a lot so I owe them.

Planning on getting a new BB and F/R hubs soon. Love it a lot, it's my first fixed!

Sorry the lighting isn't all that great.

Looks nice. Just one recommendation; have the shop switch your brake to the front wheel. They can install a longer mounting bolt to use the rear caliper in the front. Your braking will be a lot safer that way. You can use your legs to backpedal and brake the rear wheel when trying to stop in slippery conditions.
