i saw that auction and was struck by that picture as well.

i'm all for tight clearance, but unless those are large tires (and they don't appear to me), that's a bit close for comfort, you think?

Nope, pretty standard fair for most track forks. Just better make sure the wheels are in true.

What, may I ask, is the advantage to low clearance? I imagine it is some how more manuverable or efficient or something or other.

There is a couple reasons why so little clearance. The first is aerodynamics, but more importantly, stiffness. The shorter any tube is the less chance to flex.
