Drivetrain + Crank questions

Throwing together a new commuter around an old French track frame. The question has come as to what combination to go with in terms of cranks + bottom bracket. The current bottom bracket is a 115mm spindle with of course the old loose balls french cups. I know of no cranks which will match the 115 length for good chainline (anyone running something similar to this?) So the question is what would the ideal setup be? Should I go on a wild goose chase for the right cranks OR replace the bottom bracket and buy new cranks? What cranks does everyone prefer? I have both a 20t and 16t EAI cog for the rear wheel if that makes any difference.
