Wheels not straight

I purchased some used wheels for an SS project i'm working on, when fitting the rear wheel to the frame the wheel doesn't sit straight unless i move the wheel to the right a little which then means that the axle doesn't sit even in both dropouts...

The wheel is has a Hyperglide hub with skewer axle..

do they spin true? i think this could be a relatively easy thing to fix.

Sounds like a dishing problem. Does it center between the seatstays?

Could you please rewrite your description of the problem to be actually be useful? Either that or take a picture please. Several pictures.

Yes they spin true and no they don't line up to the seatstays.. they're approx. 20mm-30mm off center.

Could it be the axle not centered correctly in the hub?

Your frame could be bent as well. Check the wheel dish with a dishing gauge. If that is okay it is your frame.
