Want new cog and ring... what chain size do I have?
I've put a few hundred miles on my Sputnik and it's been complete butter, except for a kinda noisy/vibrating chainline.

The chainring looks like a piece of ****, like it's just stamped out steel. They really went cheap on the gearing! I like my ratio 46/16.
I've been hearing good things about the surly cogs. Are they all chrome in color? I'd prefer to keep it black.
How do I know what size chain I have?

Surly cogs are not good. Whoever is recommending them doesn't know what they're talking about. A standard EAI or Dura-Ace cog is far superior. They are also available in black. DA is probably cheaper than Surly as well. If you think I'm bull****ting you, go to your shop and compare a DA or EAI cog to a Surly, the quality of the craftsman ship should be blindingly obvious.
Your chain is probably 3/32". Use a ruler to measure the width.

EAI: Crisp, sharp teeth, with an excellent finish.
Surly: Dull finish with rounded, Play-Dough looking teeth.

I had a 1/8" Surly 17t cog on my mtb until I recently removed it to use on my newly built fixed gear road bike. After a year on the mtb (used as fixed 1/3 of the time), the cog still looked new. I took the road bike for it's first ride today and the cog was smooth and silent for the 15+ mile ride.
The other cogs might be better, but I doubt I'd notice the difference.
This is what Surly says about their cogs: these are made from machined, heat-treated and chrome plated SCM415 CroMoly steel
Here's the rear of my new ride, with a glimpse of the cog:

My Surly cog works fine too but the LBS where I buy fixed gear stuff does not sell them. They say the plant is now different where they are made and quality has gone down. They have DA and EAI.
If "they" say it it must be true, huh.

The finish is fine and it's damn clear the one you posted was worn out.
