even compared to my friends $30 tektro, this brake really sucks. are the pads crappy or is the whole thing garbage?

I'd try a new pad. I have a cheap Nashbar brake on the front of my FG. Out of the box, it wouldn't stop at all and the pads were noisy (sounded like they had sand in them). I swapped the pads for some cheap Serfas pads from REI (on sale for $2.99) without changing the pad orientation or anything and went from barely stopping with a lot of noise to doing nose wheelies and no noise.
