Carbon fiber repairs

So I was looking at my Hed. 3 which I got used for a pretty good price, and at one point the fibers are raised up under the epoxy. I thought maybe this is just part of how they are made, but then I saw this: https://www.sheldonbrown.com/rinard/carbonqa.htm (2nd question)

It seems stable though so I am not really that worried. I was just curious if other people's Hed. 3's had an area like this. I don't have a camera so I can't take pictures sorry. Also I was wondering what do people think is the stronger wheel an Aerospoke or a Hed. 3? Curious what people think.

And lastlyyy I was just talking to my friend about tires and we both agree there needs to be an all weather tire that meets the demand of city cyclists. So we thought about all the things us city slickers need. And he said we should just make the tire ourselves and call our tires "Dick". That way everyone could ride our dicks

Your wheel is going to fall apart. Your friend is a dirty minded fellow. Personally I would make bikes called dick, so people can ride my dick, or a saddle called dick so you can tell girls to sit on your dick.
