stem and headset question

i have an old salsa 1-1/8" stem and a 1" steer tube and headset. can I use the stem? I'm not sure if i can put a shim or something on top of the headset.

i've seen a lot of 1 1/8" stems being sold with shims so i assume yes

yes you can, shim it and youre good
