Suggest a frame that will fit Kilo TT / KHS Flite components

I have a 60cm kilo tt that just doesn't fit me right.

I also have sugino 75's and bottom braket from a khs flite.

i am looking for a frame that the the sugino crank set will fit in and use the existing parts on the kilo tt to flesh out the rest of the frame.

the mercier has been great to me but i just doesnt fit my oddly shaped body. while its tall enough for my long legs i feel i am stretched way too far forward on the handle bars. i also don't like being pushed forward in that downward facing position. i like to be more upright.

i don't want to spend more than $250 after shipping.

i was looking at the motobecane jury frames on ebay. the fork is so long! does that mean i have to cut it myself to a length i like when i buy it? do i need special tools?

i'd like something on the lighter side. equal or less than the weight of the kilo tt frame.

How long are your legs? It seems reasonable to think that a 60cm kilo is to big unless you're >6'4" - Try out a 57cm kilo - I bet you can get most of the pieces to swap over.

No "special tools" needed to cut a steer tube for threadless - You will need some tools - I hear that it's easy and all it takes is a pipe cutter and a metal file to clean up the rough edges.

i'm 6' but i have a 35" inseam. i'm all arms and legs. the 60cm top tube is just too long on the kilo tt for my torso.

if i get a 57cm kilo frame. im concerned that the seat will be so high that i;m tilter even more forward on it.

my assumption is the geometry is just too "track". i'm most likely wrong here as despite my best efforts, i'm not that educated on how frame geometry affects body geometry and riding style.

and yes i have done the cycle fit calculator

here's the measurements
