I've seen one piece stem/handlebar custom welded stuff... maybe it's a welded stem/steerer thing?

there's some pretty odd bikes on that site that you linked to and a lot of belt driven bikes, interesting

There's nothing special about that. It's just a nicely made quill stem. With what looks like a perfectly cut sterrer and a CK nothreadset.

Not quill. It's just a custom threadless stem that has the stack spacers (as well as the front brake stop) integrated. Moots and a few others started doing this a while back. Seems to be all the rage now with the NAHBS set.
