Technically, you cannot comment on the rim's distribution of mass unless you are only dealing with that mass. You also have spokes, nipples, hopefully spoke prep on the spoke threads, a hub, a tire, and a tube. You are demonstrating bad science.
However, as you've stated he's got an unbalanced wheel, not necessarily an unbalanced rim. |

The soon to be released tempered glass ones are made from the sweat of warriors, the red are made form the blood of their victims. And the yellow ones from their bile ducts. |
