Good place to start?

Would THIS be a better place to start than the ~86 Specialized Sirrus (same frame as Allez of that time) that I was going to use? I mean that seems like an alright deal, but if I do decide to check it out, what should I look for? How would I be able to tell if this is a "good" track frame or one that isn't worth the hassle? This is my first build and I'm not really sure weather a no-name, probably Taiwanese track frame would be better than a decent road frame with a conversion.
