Powdercoating wheels

If I were to have my wheel powdercoated all black would it be necessary to completely disassemble the wheel, ie remove the spokes and hub?

yes. and you will also have to disassemble the hub as well.

A dust anodized finish would be more durable than powdercoat if your rim is aluminum

Technically you could leave the wheel as is and have it powdercoated. Then all you have to do afterward is buy a new wheel and you're set.

Are you doing a custom color? B/c if you're just doing a color offered on a prebuilt wheel, you're better off just buying another set and selling yours.

Wheel, hub, and spokes are black. Previous owner ran a brake and the sidewalls weren't machined for it so It rubbed a bit of the powder coat off. Not anything serious just minor aesthetics. Called a guy earlier today about having it done, he wanted $40 a wheel. I think i'll just wait and buy a new wheelset when I can afford it.

$40 a wheel + $6 for a spoke wrench to break them down + $40 per wheel or so to rebuild.
