From my short and limited experience it seems as this:
The only people I've seen riding this rolling brakeless fashion statement are little 13-17yr old kids. I think their bikes look pretty and all, but I see them taking to the sidewalks and barely pedaling for fear of gaining any speed. They don't use foot retention and they barely break 3mph. In my opinion there's nothing particularly dangerous about this type of riding, but it just seems boring. They don't get up to any sort of notable speed and are deathly afraid of even going near traffic. If they think they look so much "cooler" just challenge them to keep pace with you on your sissy bike with brakes, and start getting into heavy traffic. Anyways that's my two sense.

I will take pictures of my helmet and face from a 15mph collision with a fence post that was induced by a wasp sting this last Saturday
wasp got itself stuck under the tongue of my shoe I was at about 18mph reached down to brush it off quickly it stung me I brushed it away looked up to see that I had veered and was headed straight at the post grabbed a hand full of the brake and swerved struck the post at 15mph with the left side of my wheel fork and bars
over the bars and onto my forehead slid 15~20 feet
busted my helmet in two the plastic shell is holding it together, made my front wheel wonky rash and bruises but that is it
cleaned my self off and rode home 12 miles
the bottom line is I hit the ground hard enough that even trying with all my might to stay tucked I ended up sliding on my chin a bit
save for my sunglasses and my helmet I would have probably had a fractured skull and ocular not to mention eye damage from road debris
it is kinda sad after debating this I put it to the test I guess the world does have its own scheme

I have no brakes on my track bike, and two brakes on my road bike. Just for consistency's sake, I wear a helmet on the roadie and none on the taRck.
