Are chainring interchangeable?

Are chainring interchangeable?

I have a 42t sugino messenger chainring with 130mm BCD. Is I were to buy a 44t sugino messenger chainring with the same BCD would it fit?

But you may have to add a link to your chain.

Actually, quite possible.
A 2 tooth increase in the chain ring will mean a 1" increase in the chain path which will mean approximately 1/2" change in rear axle position. If the axle is currently near the front of the drop-out, then a an extra link may be required. Thinking it through further, an extra link should put the axle back to its original position.
Or maybe its way too early in the morning and my thinking is screwy.
