Yes it is, ground up are known for using square tubing.
Also that post has to be a scam.

It's not unusual I think, my cheap hybrid has similar tubing on the chainstay.

But I wouldn't take that bike even if the seller paid me 2000 dollars.

Believe those are his CNC machined track ends. Look fine to me.
