Just go for it. Until it feels very snug, but don't pop a blood vessel trying to do it. They're not fragile, I promise.

I typically tighten mine to 33 ft-lbs. Make sure you get them at least to minimum torque specs, because if they loosen up, your cranks can get rounded off (aka destroyed) pretty quickly.

Depends on what you're using for a wrench.

30 lb/ft is quite a bit. If you're using a 6" allen wrench you need to push downward with 60 lbs of force on the very end of the wrench. I don't think that very many people are going to be able to do that with just 1 hand.

If using an allen wrench, go as tight as you can manage without pain. Only a hex bit on a 10in ratchet handle could do anything bad to a spindle, crank or crank bolt.

yeah but adding 10" of pipe over the end of the Allen wrench makes it quite easy to over torque

It is amazing how much torque you can get if you put the pedal on a ledge/curb, step on it and give a large allen wrench a good pull.

Ehh, you don't really need a torque wrench to do this properly. I have never seen a good mechanic use a torque wrench when installing crankarm bolts. Just crank on it until it becomes really really hard to crank anymore. You shouldn't have to leverage your body weight or anything like that, but you also want to get it nice and tight.
