Kilo Headset Question

I was wondering if its safe to chop the headset on my kilo? The head set that comes with the kilo is really tall. And i don't really like the look of all those spacers there.

You're referring to the steerer tube. Yes, you can cut it.

how much can i cut from the steerer tube?
i want it to be like this. maybe a little higher. will take down pic upon request.
