converting current bike to a mini velo?
 
i have a regular track frame, and was wondering if i could convert it to a mini velo by putting on some 20'' wheels? or would the pedals constantly hit the ground?

The bottoms of your pedals would be about 3.5 inches closer to the ground, so you'd end up with all kinds of pedal strike issues I would imagine. It might be feasible if you run it freewheel and set up the smallest cranks you can find

I rode a 20 inch track bike once. It had a little frame and little everthing. sooo fun.

Maybe with some kids 12" ( frame ) cranks, too bad they are one pc.

The long crankarms will hit the pavement with every pedal revolution. It's like having automatic brakes! Go for it!
