where can i get a 1 1/8 threadless 650 fork? im thinking about getting one and making a steamroller i have a pursuit bike just for fun.

but... a 650 fork won't make a track bike a pursuit bike. It will make a track bike in to a track bike with greater chance of pedal strike.

Actually, I'm looking for one too. My girl owns a 43cm fuji w/ 650c (She's really short)
She wants the bike to be more comfortable and lighter, so I'm looking for a review or suggestions on a carbon fork for 650c wheels.

yeah because lowering the bottom bracket closer to the ground by adding a shorter fork and smaller wheel won't have any effect whatsoever.
That and you handling will suck as you are essentially de-raking your bike. Look at a pursuit bike headtube angle vs. a steamroller, now drop down the front end another 51mm with a smaller wheel, plus another 51mm with the shorter fork...
