This is a nice thing for the school to do but what exactly happened?

The IT guys at a former job would do something similar. We worked on really important projects and there was an emphasis on basic and elaborate security measures. Most security breeches can be prevented with basic measures. So, whenever they walked by a workstation who's owner didn't lock it (ctl+alt+del), they would lock the workstation and change their password to something like "I will not forget to lock my workstation". Simple, but effective. The people would come back from lunch confused and pissed because they can't login. Then they'd go to tech support and find out why.

On a related note: I once went out with a girl that notoriously left her purse on the front seat. When I asked her why she didn't hide it or something, she replied that, "Why? There's no money in it." Of course, she failed to realize that by the time the thief found out that fact, she'd already have a broken window.

this isn't my bike, i saw it as i left the building. The rider did not lock the bike properly so the campus put their lock on his bike to ensure it would not get stolen. They left a note saying which officer locked it.

That has to be a great job just walking around campus with a pile of those, but I am puzzled at why bike is not one of the default choices on the form as it would be very common to see one locked improperly at a college.
