I think he was just talking ab the mechanics who assemble them, not necessarily the fabricators welding them up.

That would certainly make more sense, although I'd still hope that those assembling them would know what they're made of.

Then again, since they're welded overseas...yeah, he's definitely talking about the mechanics.
