Wouldn't this lug frame make a good fixie? Says it was made for criteriums. Seems like with the fast handling and high bottom bracket this would be a natural.

Can you respace the rear to a 120mm?

Rob Stowe still lives and works in Rochester, NY. From what I hear, he's given up frame building and is a devoted artist dealing mainly in scupture. His frames were well respected if not widely known. I still occasionally see one or two around Rochester.

I can't personally vouch for his frames. What's your total risk ... $50? Do it.

the dropouts don't seem to leave any room for error if you're setting it up fixed

short, near vertical dropouts, but my bike's are even worse, it's possible but more difficult

Respacing is not a problem. If you can go out to 130, you can go down to 120. Since the frame needs stripped and painted, a better option to the dropouts is to have a local builder unbraze and rebraze a set of track drops.
