Let's see a photo of the inside of your rim near the valve hole. Remove all the rim strips so we can see if there's anything rough on the rim surface.

Ok, I thought you meant 1 or 2 cm towards the side of the rim.

Try a layer of Hockey tape, you can rip it to width pretty easily.

I dunno what else.

Wait, are you running fixed with no brakes?

Sometimes, the tube and tire will actually move (rotate around the rim) and it's ripping because the stem won't move with it. I guess it's more accurate to say the constant skidding/braking back and forth movement over that spoke hole.

If what I described is what you think is happening, then it just part of running fixed... and you probably ride hard enough to make it happen over time.

The only thing I can think of is to actually glue one bead to the rim with tubular cement, that way you can still get the tube out from the other side in the future.

But it might be a little tougher to change tubes this way.

Here's the thing that is really nuts. My tubes blow out when it's just sitting there. Like deflate in 1 second. I had just gotten both tubes replaced and had the bike behind my seat in my van and 30 minutes after they were replaced "pffffffft" first tube went, then I went inside for a few minutes and when I came back out the other tube had blown.

That would mean someone put same particular heebie jeebie on both of us.

Seems like the valve stem hole is at fault, it is possible that the threading on the tube stem is scratching up the stem hole and it's all roughed up.

Well, that's drilled for a Schroeder valve.

Are you perhaps using a Presta valve tube in there without some sort of grommet to take up the slack?

He's using a Presta.

Since it's drilled to fit a Schrader, just get a tube with that valve and see if it fixes your problem. Plus then you won't have to deal with those finicky Prestas.

How come the rim edge looks all chewed up? Are you using some sort of screwdriver or something to pry the tire on/off at that location?

No that's actually some adhesive where I had put the patch tabs. I remove my tires properly

If you let the valve go back to it's natural position in your pic, is that flat puncture at the base of the valve ? If it is, it looks like the valve stem hole on the rim is the culprit and it's either razor sharp or has a bur ? Sand it cleaner and/or smoother. Then you could tape over the hole and then cut a cross patterned slit in the tape over the stem hole. Rather than cut that tape completely out, just put the valve stem thru it and the tape should be between the metal and rubber tube. Might be a tighter fit to get the valve stem thru the rim hole, but at least there's a cushion of tape between the tube and rim hole.

On the Presta valve, are you using the valve nut and how tight is that if you are using it to secure the Presta valve ?
