Where can I find this component?

I saw this picture on citygrounds.com and I couldn't find them for sale.. Where can I purchase this bullhorn handlebar? What brand is it? I like the drop degree on these.

Thanks

Yeah you can, you just have to use a shim they make 31.8 to 26.0 and 25.4 shims.

Just get a 26.00 stem. Don't mess with shims. Stems are cheap enough.

What if he already has a nice stem? There's nothing wrong with using a proper shim.
