Drive side crank arm drags against frame (please help!)

I had this problem when I first got this crank set as well, but some how I fixed it the first time, but it was happening again while changing my bottom bracket's bearings and won't go away now.
Basically Whenever the crank gets to the point where the bolts are closest to the bottom of the frame, it drags against it making pedaling into a really terrible time, and scraping up a tiny spot on my frame, and on my crank arms. What is wrong and how do I fix it? I have googled it and everything.
Thanks for your time, consideration, and potential help!

Bill

What crankset are we talking about here? It sounds to me like you need a BB with a longer spindle.

your BB spindle is either too short or JIS instead of ISO tapered.

Alright, The spindle length was a suspicion of mine. I would have actually gotten a new spindle when I got my bearings, but the spindle they gave me was WAAYYYY long because I was just rough guessing, so I returned it. The Bike guy at one place isn't in until tomorrow, and the other place only has cartridges. so until tomorrie I'm F***ed.
Well, Thanks very much for your help everyone, off to work I go

Cartridge bottom brackets come in various spindle lengths as well.

You should probably be using a cartridge bb anyway.

Agree'd, but I just changed the bearings and I would also need a new tool. I'm kinda a budget monster...
