Are there any handlebar bar ends with 1" or 25.4 mm clamps? I can only find them in 22.2mm. Is there a reason they dont have them in track bike handlebar size? I want them in the middle of my drops so itll be like bullhorns... weird i know

Bar ends are designed to be installed on - you guessed it - the ends of flat bars/risers where the diameter is commonly 22.2mm. If you want something mounted up near your stem, you'll need to start looking at aerobars.

Where you want to mount them most likely isn't 24.5mm, as most bars taper down right next to your stem. You'll most likely need to shim them.

At any rate, it sounds wonky.

Are there any shorter aero bars? Or should I find some cheap alloy ones and chop em.

you can get two 25.4 stems and put one on each side and emulate the bar ends/aerobars.
