1) Bullhorns are supposed to be parallel to the ground. Period. Try some different stem lengths but if that fails then get different bars.
2) Spend $12 on a nice 20mm tapered headset top cap
3) The HED3 is tacky, plus it's tubular which is a -1 in my book. Sell that shiz and buy yourself a nice light wheelset.
4) Speaking of tacky: as much as I loves me some ENVE bits, they seem overkill on a Langster. I would've spent more $$ on a nicer frame instead of putting top-end parts on a middling frame.
It's hard to tell from the pic, but I don't think your saddle angle is off. the Antares is very swoopy (like Specialized's Romin) and when I ran one the nose was only slightly below the rear flare.

thanks for the advice on the headset I'll check that out tonight! I love the HED and opted for tubular as I've never had one before and wanted to try it so far I really dig it. As far as the Enve stuff I have doubles of everything and nothing's been superglued on and I do love this frame set and for sure don't think I would buy a more expensive fixed gear frame.

Replace toe cages with steel ones.
Replace nylon straps with laminated* leather ones.
Replace unicrown fork with a lugged one.
Looking at the angle you have the bars, maybe switch out the drops for a pair of riser bars?

it pretty much is bone stock. Going to put on a quill converter, get a new stem and put the Cinelli Pepper risers on it. I like the other recommendations! I'll take them into account. I'm definitely open for suggestions.

Not only is it silly to put one of those adaptors on your bike simply so you can buy 31.8 stem and bar, when there is a multitude of 25.4mm(or 26.0 if you change stems) handlebars to choose from, it is a waste of the time, money and effort you (or a PO) already spent setting it up for a quill to begin with.
BTW, inquiring minds want to know…is that a replacement fork, or has the original been threaded?

I can’t really get a good look at the crown from his pic - but considering that is a threaded fork, it may very well not be the original threadless unicrown?
And also considering Bianchi has not used a threaded fork on their Pistas for about 10 years, that the chrome bikes never came threaded, the not uncommon question in this forum of “how can I convert my 1” threadless stem to a quill", and not to mention how great they look…

That's a replacement fork that the previous owner put on to make it a quill system. I actually didn't know the chrome pistas never came threaded! I'd always loved Pistas and got the bike pretty cheap so I was thinking of converting it back. But the more time I spend on this forum and the more educated I'm getting, I realize how many 25.4 or 26 options there are out there. I appreciate all the help! It's nice, after several years of riding to actually start to get an better knowledge of bikes and, especially, of the bike I just bought.
