kilo tt headset reassemble help

Okay, i'm having a problem putting my headset back together on my tt. After greasing and reassembling, it was loose. Then, I adjusted the bolts and got the play out. Now, though, it feels stiff. A gentle push, and the bars don't rotate as freely as they should. It's very likely that I've reassembled wrong. I know this is a mechanics matter, but I figured that a lot of people here have had experience with the kilo and could give me better advice.

You may have but the bearings in upside down. It happens a lot.

Bearings are upside-down. I did this on my Kilo last week.
