The album is really worth looking at. The amount of detail work that went into it is incredible (like painting the LA84's black in the areas underneath the stitching).

I want to say they are struts for some improvised fender. We have had a fair amount of rain lately. I didn't see the owner at the rack nor did I desire to wait around for them so I could ask what they were doing to nice little Cannondale.

That scares the crap out of me- tri types are wobbly enough, but at least normally they stabilize once they get off the aero bars. This guy's got nothing going for him.
