Crmo 4130 frame

Well, this might be a stupid question. But I got a bike where the overall quality is not all that great, a lot of VP parts and a bad paint-job. But it's a Crmo 4130 frame.

I know 4130 is not a premium tubing but it isn't THAT bad either, what I'm getting at is, what level of quality can I expect from a china made 4130 frame, is it worthy of a new paint-job and a few upgrades? Or does tubing quality not reflect frame quality at all?

Post pictures. Is it butted? Stamped or forged dropouts? what else

4130 is standard generic tube material. Lots of decent frames are made from it. It's better than "hi-ten steel". Nuthin' fancy, but nothing to be ashamed of.

Also, double butted 4130 is the same as Reynolds 520
