The design is popular in Japan and other places where they need shorter wheelbase bikes for storage. This is obviously super crap in material (and web design), but the idea behind a taller frame with 20" wheels does fulfill a need. Also, as a mixte fan, I am appalled that they're sullying the frame type with such a close sounding word. Le sigh.
